History
Roman Forest Public Utility District No. 3 (the "District") was created by the Acts of the 62nd Legislature of the State of Texas, Regular Session, in 1971. The District's primary function is to provide water and sewer services and drainage to properties within the boundaries of the District. There is no relation to any Homeowners Association ("HOA") within the District. The District is located in the City of Roman Forest (the "City") and follows their ordinances. All residents have access to the City's police department and pool with a paid pool pass. The splash pad and walking trail are also available for the residents to enjoy.
How it Works
A PUD is governed by a Board of five (5) Directors. All Directors are public officials elected by the residents within the District and serve alternating 4-year terms; it is common for a Director to serve consecutive terms as they are not term limited. The Board of Directors generally meet once per month to manage and conduct the business and affairs of the District. These meetings are always open to the public, per Texas law. A PUD will typically contract with consultants such as attorneys, engineers, bookkeepers, operators, and financial advisors to both advise and deliver the District's operations and services. A PUD may also levy taxes and issue bonds for maintenance and operations, infrastructure improvements, and in some cases recreational amenities.
